A recent parliamentary report by the Environmental Audit Committee (EAC) stated, “We found little substantial evidence to support the view that offsetting encourages ethical carelessness.” The report also goes on to conclude that offsetting should be encouraged.

Also in late 2007 the UN’s top climate official Yvo de Boer stated that he supports carbon offsetting as a tool to help developed countries meet their reduction targets.
